Looks like foam or bondo.

@Hunter that hood is special! WTF? I went out and got you a good picture of a "normal" hood. Comparing it looks like quite a bit of work has been done for some reason. I am sure they will take care of you. Good luck brother.

I will say that while mine does not have that sort of issue, I do have a clear coat drip/small sag right there at the corner. I’m just really careful around there.

Funny you should say that. I have clear coat drips ALL over under the car especially under the wheel wells. The paint is perfect and very smooth (no orange peel) and it literally has so many hardened drips under them it looks like they dipped it. But I look at it as a good thing. Paint is smooth and glossy and perfect and I know it's covered. LOL.
I am considering the Phillips Flares and they're so pronounced I'm afraid they might interfere with the fit.
P.S. That clear coat is pretty tough, I don't think your gonna break off the drip.

That whole corner is Bondo. it does not have the correct lines or shape. And a really poor job of it! Be prepared for the dealer to say you did it! That is some shitty patch job. I'm going to say, water got in behind the repair. and it froze this winter and popped it!
