My guess is that it the mfr does not "prove" its vehicles are meeting EPA, they will be fined. The gvt cannot and does not actually "do" anything other than allocate funds or punish.

Never seen such a thing until this. I keep getting TSB notices begging me to bring my Challenger in for cat replacement and reflash. The ONLY way I would entertain it is if they 1. supply ME the new parts; 2. I would certify I installed them; 3. they ain't getting the old ones back, AND 4. don't even think about touching the computer. Otherwise they can go take a flying leap the F outta here.
