What about making several different length steel blocks that you could put in the track of the hydraulic scissor jack under the car? If you blocked the roller wheels on the scissor part, then if the hydraulics fail, the scissor can't move any farther than the blocks would allow. That's a cheap and easy solution. Most metal supply places have remnant pieces of round and square bar stock that you could pick up cheaply. And there aren't any additional moving parts for that solution.
